РАЗРАБОТКА КОМПЛЕКСНОЙ СИСТЕМЫ ПОКАЗАТЕЛЕЙ ДЛЯ ОЦЕНКИ ПОТЕНЦИАЛА ИМПОРТОЗАМЕЩЕНИЯ ОТРАСЛЕЙ И РЕГИОНОВ

Предметом исследования является система статистических показателей и индикаторов, применяемых для описания процесса импортозамещения. Цель работы — на основе анализа структуры и методологии создания информационных баз официальной статистики разработать предложения по формированию комплексной системы показателей для оценки потенциала импортозамещения отраслей и регионов. Методология исследования. Использован системный подход к изучению совокупности показателей в иерархии официальной статистики, методы логического и теоретического исследования (анализа, синтеза, сравнения, обобщения), методы систематизации. Теоретическую базу работы составляют положения научных трудов в области экономико-статистического анализа, регионалистики. Результаты исследования. Установлено, что используемые в настоящее время системы показателей и индикаторов, характеризующих импортозамещение, сформированы в соответствии с целями органов статистики и отличаются по составу показателей, полноте оценивания, оперативности. Общим для них является нацеленность на описание импортозамещения в формате мониторинга. Концепция автора заключается в том, что эффективность мер государственной политики в сфере импортозамещения зависит от учета специфики производственно-технологического и экономического состояния отраслей и регионов, определяющих диапазон их возможностей. На основе разработанного автором понятия «потенциал импортозамещения» обоснован подход к построению системы показателей для его оценки. Предлагаемая система показателей отличается сочетанием частных показателей, на базе которых формируются интегральные по блокам оценивания и сводный интегральный показатель — потенциал импортозамещения. Область применения результатов. Результаты исследования могут быть использованы для обоснования и корректировки мер государственного регулирования в сфере импортозамещения, в стратегическом планировании развития регионов, отраслей. Выводы. Обобщение и систематизация информации о статистических показателях, характеризующих импортозамещение, позволили выявить ограниченность возможностей проведения анализа и на их основе разработать предложения по формированию системы показателей для оценки потенциала импортозамещения отраслей и регионов.
